Reform Jersey 2026 Manifesto

Key Pledges

Invest in Our Young People

  • Deliver new youth and education facilities, including new youth centres in town and Le Squez, and a new Highlands College campus.
  • Complete the project to restore Fort Regent as a leisure and entertainment venue.
  • Develop a package of incentives to encourage young people to stay in or return to Jersey after their studies, including housing support.

Support Our Families

  • Deliver hundreds of new family-sized houses for first-time buyers and those looking to upsize.
  • Continue to expand support for subsidised childcare so parents can return to work when it is best for their family and the upbringing of their children.
  • Introduce legislation on ‘Online Harms’ so families can have confidence that their children can explore the digital world safely.

Protect Our Environment

  • Protect and enhance our urban and countryside green spaces, and marine environment in the upcoming Island Plan
  • Ensure a ‘just transition’ by supporting green initiatives that ease the pressure of energy costs and enhance our quality of life
  • Introduce a new Transport policy, incorporating improved bus services, cycle routes, and active transport infrastructure to make sustainable travel easier and more accessible

Reduce the Cost of Government

  • Significantly reduce the use of consultants by being politically decisive
  • Consolidate services and departments where they are being delivered inefficiently
  • Fix the government’s IT infrastructure that blocks departments from working together

Defend Our Pensioners

  • Introduce an enhanced tax allowance for pensioners, similar to the one that was abolished under a previous government.
  • Expand eligibility for the ‘Pension Plus’ scheme providing cheaper access to doctors, opticians and dentists.
  • Provide comfortable housing for those looking to downsize in their communities.

Nurture Our Communities

  • Deliver the new hospital and focus on improving staff recruitment and retention to reduce waiting lists
  • Improve how government works with and supports Jersey’s charities, including by resolving longstanding funding barriers.
  • Implement Modern Day Slavery legislation and enhance the rules around work permits, so those coming to work in Jersey can do so with dignity.

Support Jersey's Businesses

  • Promote inward investment, with a focus on the industries of the future, digital and green jobs
  • Scrap unnecessary red tape that places undue burdens on businesses
  • Improve government procurement processes and prioritise local businesses for government contracts

Fix Jersey's Tax System

  • Simplify Income Tax by reducing the Marginal Rate and applying it to all Islanders.
  • Scrap the upper earnings caps in Social Security Contributions and Long Term Care charge.
  • Work with Guernsey and the Isle of Man to ensure our Corporate Tax systems remain competitive and targeted effectively.
